Spreading democracy. World2Rights provides the roadmap.

1) In our society democracy has emerged over a very long period. There is more to democracy than the rapid introduction of elections.

2) A UN sponsored programme for democracy. States will be invited to adopt timetables for the introduction of democracy. For some countries, e.g. China, a realistic timetable for democracy might be 50 years. This would not threaten the position of the current leadership, but it would put in place a realistic plan for the emergence of the following components of democracy (not necessarily in this order):

- the rule of law (where this has not already been established)
- disarmament of para-military and criminal gangs (where this has not already been achieved)
- religious freedom
- freedom of trade union membership (starting with registered trade unions)
- freedom of political party membership (starting with registered parties)
- a partly elected legislature
- self-organised, competing political parties
- elected local government
- fully elected legislatures and governments

3) As democracy is introduced it should be extended to the entire adult population regardless of race, gender or religion.
