1. The following will be collected and recycled by every council: newspapers and magazines, glass bottles, aluminium and steel cans, plastic bottles, plastic bags and cardboard. A 10p tax will be levied on all new plastic or paper carrier bags.

2. A council tax rebate will be available for all homes with adequate loft insulation and double glazing.

3. Companies will be required to report energy use for all their large premises. Electricity and gas companies will be required to provide on-line, real-time monitoring of energy use for all large business premises. This will allow companies to observe the immediate difference made by switching off computer monitors, lights and photocopiers, for example.

4. On-the-spot fines for firms failing to turn-off lights and office equipment when not in use.

5. Fast track planning approval for off-shore and on-shore wind farms using turbines of agreed design. The entire British coast-line should be evaluated for wave and tidal power schemes.

6. All new and existing buildings above 10 storeys will be required to add rooftop-mounted wind turbines within 5 years. Exemptions could be sought where evidence was provided that this was not structurally possible or that local wind speeds were inadequate.

7. Plan for coal: scientific research to understand the potential for returning disused coal fields to production at some point in the future. Use of the latest emission reduction technology on all coal-fired power stations.

8. 'Right-to-buy' derelict land in return for a commitment to ecological enhancement. The current owner, responsible for its neglect, will be obliged to sell at an independently determined fair market price. Ecological enhancement could include some house-building balanced with agriculture, parkland or managed woodland on the same plot.

9. Economic development in less developed economies should be at the highest environmental standards. This would apply to all new vehicles, power plants, factories, water treatment facilities, waste disposal, land use planning and agriculture.

10. Some agricultural chemicals will be phased out, some will be taxed and some will be rationed (per hectare basis).
