Recognise the following facts and Middle
East peace can be achieved.
1. The State of Israel must be recognised
by all Arab nations.
2. A Palestinian homeland must be created
on the West Bank.
3. Israeli settlement on the West Bank
must end.
4. Violence and terrorism must be ended.
All terrorists and extremists must be disarmed by the Palestinian
and Israeli authorities.
5. UN peacekeeping forces should be stationed
across Israel and the West Bank.
6. Israel and the Palestinian homeland
must be democratic; incitement of racial or religious hatred must
be outlawed.
7. Israel, the Palestinian homeland and
neighbouring states should agree a high level of economic co-operation.
8. The intensity of effort of the Western
powers seen in the Cold War must now be invested in a sustained
dialogue with moderate Muslim and Arab opinion throughout the
world. The strategy needs to emphasise common interests and values
in order to bring about peace, political stability and increased
life-chances for ordinary people. But defence and intelligence
capabilities would not be compromised because of our commitment
to dialogue.
