1. There should be a global 'Marshall
Plan' to mobilise resources for economic development to eliminate
poverty. All OECD countries will contribute at least 1% of GDP.
2. There should be a global 'Beveridge
Plan' to define minimum standards:
- Primary school for all children and basic
literacy and numeracy for all
- Universal access to clean drinking water
- Universal access to a basic level of nutrition
- Universal access to grid electricity or generation capacity
using safe and clean technology
- Universal access to basic re-productive health care
- Universal access to secure savings' institutions
- Economic security in old age
- The rule of law (a pre-requisite for democracy and economic
development)
- Disarmament of para-military and criminal gangs
- Timetables (in some cases long-term) for the establishment of

3. Economic development in less developed
economies should be at the highest environmental standards. This
would apply to all new vehicles, power plants, factories, water
treatment facilities, waste disposal, land use planning and agriculture.
